Stafford Disaster Relief and Emergency Assistance Act to establish a pilot program for constructing temporary housing for individuals and households affected by major disasters. The President will enter into a contract with an eligible entity to build temporary housing that must conform to various standards, including those of the National Flood Insurance Program and the International Residential Code. The program will terminate five years after enactment.
