Allows veterans with combat-related disabilities to receive both veterans' disability compensation and retired pay concurrently.

The Major Richard Star Act amends title 10 of the United States Code to allow members or former members of the uniformed services who are entitled to retired pay for any month and who are also entitled to veterans' disability compensation for a combat-related disability to receive both payments for that month without reduction. This change applies to payments for months beginning on or after the first day of the first month after the enactment of this Act.
