The Proxy Voting for New Parents Resolution permits Members of Congress to designate another Member as a proxy to cast their vote or record their presence in the House and in the Committee of the Whole House on the state of the Union if they are new parents or have a medical condition related to pregnancy. The designation must be made in writing and submitted to the Clerk prior to the start of the first vote in which the Member wishes to vote by proxy.
