Federal HB9904, also known as the Deputy Darren Almendarez Act, amends title 18 of the United States Code to prohibit the trafficking in catalytic converters. The bill defines "catalytic converter" as an emission pollution-control device and "motor vehicle owner" as a person with a present possessive ownership right in a motor vehicle or a lessee of a motor vehicle. The bill prohibits knowingly possessing or purchasing a catalytic converter removed from a motor vehicle with intent to distribute, sell, or dispose of it or any precious metal removed from it.
