Allows members of Congress and their staff access to federal buildings during regular business hours.

The Congressional Oversight and Agency Access Act ensures members of Congress and their staff can access federal buildings during regular business hours. Members must provide congressional identification, and staff must be accompanied by their employing member and carry a valid badge. Access is also granted outside regular hours within 24 hours of request. During emergencies, members and staff have immediate access, and no modifications can obstruct their view.
