Limits intellectual property protection for plants under the Leahy-Smith America Invents Act.

The Fair Seeds for Farmers Act amends the Leahy-Smith America Invents Act to restrict intellectual property protection for plants, plant varieties, and plant germplasm. It prohibits any federal law from providing protection for these items, except under the Plant Variety Protection Act or the Plant Patent Act of 1930. Additionally, it disallows the enforcement of any contractual obligations or agreements that limit the use of plants, plant varieties, plant germplasm, or other biological materials for research, breeding, experimentation, seed saving, or propagation.
