The bill establishes a State Standing Committee within the Environmental Protection Agency. The Committee will consist of one member from each state, federal district, federal territory, or federally recognized tribe. Members must reside in or be members of the represented area and be employees of a government agency. The Committee can provide scientific or technical advice on environmental matters, including majority and minority views. The Administrator must make the advice publicly available on the EPA website within 30 days.
