The Summer Meals REACH Act of 2026 amends the Richard B. Russell National School Lunch Act to change the summer food service program for children. It allows meals to be noncongregate, meaning they can be served outside of a congregate setting. All children are made eligible to participate in the program. The bill also requires states to identify areas without congregate meal services that could benefit from noncongregate meals and encourages service institutions to provide such meals.
