Advances the clean energy transition by prohibiting discrimination against individuals with disabilities needing long-term services and supports. Requires public entities and LTSS insurance providers to offer community-based long-term services and supports to individuals with LTSS disabilities. Establishes a transition plan for public entities and LTSS insurance providers to meet the requirements of this Act. Requires the Attorney General to investigate alleged violations of this Act and undertake periodic reviews of compliance. Allows for civil actions for violations of this Act.
