Federal standard for large-load customers to cover full incremental costs of electric service upgrades.

The Ratepayer Protection Act amends the Public Utility Regulatory Policies Act of 1978 to establish a federal standard for electric utilities. This standard requires rates charged to large-load customers to recover the full, incremental costs of any upgrades necessary to serve their load. A large-load customer is defined as a non-residential electric consumer with a peak electric demand of 100 megawatts or more at a single site or campus. The bill also mandates state regulatory authorities and nonregulated electric utilities to consider and determine the standard within specified timeframes.
