Federal standard for electric utilities to recover full costs of upgrades for large-load customers.

The Ratepayer Protection Act amends the Public Utility Regulatory Policies Act of 1978 to establish a federal standard for electric utilities. The standard requires electric utilities to recover the full, incremental costs of upgrades necessary to serve large-load customers. These customers are defined as non-residential consumers with a peak electric demand of 100 megawatts or more at a single site or campus. The bill mandates that state regulatory authorities and nonregulated electric utilities consider and determine the standard within two years of enactment.
