The Ratepayer Protection Act amends the Public Utility Regulatory Policies Act of 1978 to establish a federal standard for electric utilities to recover the full, incremental costs of upgrades necessary to serve large-load customers. These customers are defined as non-residential electric consumers with a peak electric demand of 100 megawatts or more at a single site or campus. The Act requires electric utilities to ensure that rates charged to large-load customers cover these costs, including in cases where the customer terminates their contract.
