Better Care, Better Cost Act

Requires states to consider performance scores when assigning Medicaid enrollees to managed care entities.

The Better Care, Better Cost Act amends the Social Security Act to mandate that states evaluate and publish performance scores for managed care entities participating in Medicaid. These scores will be based on cost, outcome, and individual satisfaction measures. States must then consider these performance scores when assigning individuals to managed care entities. The changes will take effect for enrollments on or after January 1, 2028.
