The Parent PLUS Loan Fairness and Responsibility Act of 2026 amends the Higher Education Act of 1965 to enable the transfer of certain federal student loans from parents to their children. A covered parent loan, which includes Federal Direct PLUS Loans made to parents of dependent students, can be transferred if the loan is in good standing, was used for the child's educational expenses, and the child meets certain criteria.
