The Millstone Act increases penalties for crimes involving the sexual exploitation of children, including female genital mutilation, civil rights offenses involving sexual misconduct, and sex trafficking of children. It also increases penalties for the sale or purchase of children, abusive sexual contact, sexual abuse of a minor, transportation of minors, material constituting or containing child pornography, and material involving the sexual exploitation of minors.
