The Preventing International Surrogacy Exploitation Act aims to prohibit foreign nationals from entering into or enforcing surrogacy contracts in the United States. The bill voids and makes unenforceable surrogacy agreements between U.S.-based surrogate mothers and foreign nationals or surrogacy brokers arranging such agreements. It also imposes criminal penalties on surrogacy brokers facilitating these agreements.
