The Espionage Prevention Act aims to restrict funding from the intelligence community to U.S. institutions of higher education that maintain relationships with specific Chinese entities. These include Confucius Institutes, the Thousand Talents Program, Chinese universities of concern, or entities listed on the 1260H list. The Director of National Intelligence can issue or renew waivers for these restrictions if certain conditions are met, such as the relationship not posing a national security risk. The Director must report annually on the implementation of these restrictions.
