The Merit Restoration Act prohibits federal research agencies and recipients of federal research grants from using prohibited diversity, equity, or inclusion practices. These practices include requiring assent to statements asserting racial, ethnic, or other group superiority or inferiority, or mandating training that promotes such assertions. If a violation occurs, the federal research agency must freeze the grant recipient's federal funds and require repayment of misused funds. The act applies to agreements for federal research grants entered into after its enactment.
