The CAL Repayment Act mandates states to use federal funds to repay outstanding advances before using them for other purposes.

The Creating Accountability in Loan Repayment Act, also known as the CAL Repayment Act, amends title XII of the Social Security Act. It requires states to use federal funds to repay any outstanding advances made under the title before using those funds for any other purpose. If a state fails to repay outstanding advances within five business days of receiving federal funds, it must repay the full amount of the funds to the federal government. The amendment applies to funds awarded on or after the date of enactment of this Act.
