The DC Rejecting Oppressive Automotive Driving Surcharges Act, or DC ROADS Act, prohibits the Council of the District of Columbia from enacting and the Mayor from enforcing any congestion toll. This includes any charge for entry into or passing through a congestion tolling zone. The Act amends the District of Columbia Home Rule Act to define "congestion tolling zone" as any roadways, bridges, tunnels, approaches, or ramps within or entering the District of Columbia.
