Federal HB8801 prohibits the District of Columbia from imposing congestion tolls.

Federal HB8801, also known as the DC Rejecting Oppressive Automotive Driving Surcharges Act or the DC ROADS Act, prohibits the Council of the District of Columbia from enacting and the Mayor from enforcing any congestion tolls. A congestion toll is defined as any charge for entry into or passing through a congestion tolling zone, which includes roadways, bridges, tunnels, approaches, or ramps within or entering the District of Columbia. The bill amends the District of Columbia Home Rule Act to include this prohibition.
