The STABLE DRC Act authorizes the President to impose sanctions on foreign persons violating or undermining the Washington Accords, including asset blocking and barring entry into the U.S. The Act defines "foreign person" as any individual or entity not a U.S. person. Sanctions do not apply to humanitarian activities or U.S. intelligence, law enforcement, and national security operations. The authority to impose sanctions expires seven years after the Act's enactment. The Act also revokes visas of sanctioned aliens and makes them inadmissible to the U.S.
