Amends the Small Business Act to require training for federal employees on increasing contracts for service-disabled veteran-owned businesses.

The Service-Disabled Veteran Opportunities in Small Business Act amends the Small Business Act to mandate training for federal employees on increasing contracts for small businesses owned and controlled by service-disabled veterans. The Administrator, in consultation with the Office of Veterans Business Development, must issue guidance and best practices within 180 days of enactment. The Administrator must also submit an annual report to Congress detailing which agencies failed to meet the goal, the number of trainings provided, and an overview of the training content.
