The Pathways for Advancement, Transition, and Hiring to the Foreign Service Act creates a career pathway for former USAID officers to join the Foreign Service of the Department of State. Former USAID Foreign Service members are exempt from the Foreign Service Entrance Exam if they previously met entry requirements and served in good standing at USAID. Their prior USAID service is credited toward Foreign Service Officer seniority, retirement eligibility, and other career milestones. The Department of State must award hiring preference points to applicants with prior USAID service.
