The No Bias in the Baseline Act amends the Balanced Budget and Emergency Deficit Control Act of 1985 to clarify that the baseline budget projection assumes current laws and the continuation of current levels of discretionary appropriations. It removes adjustments for inflation and other factors from the baseline calculation. The Act also modifies the Congressional Budget and Impoundment Control Act of 1974 to require the Congressional Budget Office to publish alternative fiscal scenarios in consultation with the House and Senate Budget Committees.
