Allows states to require payment of fees related to boating as a condition for vessel number issuance.

This bill amends the Federal law to allow states to require payment of fees related to boating, such as for search and rescue operations, boating safety, or aquatic invasive species, as a condition for issuing a vessel number. States can collect these fees alongside other vessel numbering fees. The collected fees can only be used for activities related to recreational boating, boater safety, waterway access, and aquatic invasive species.
