The bill amends the Specialty Crops Competitiveness Act of 2004 to establish seasonal and perishable crop loss programs. Beginning in 2027, the Secretary of Agriculture will make annual payments to producers of seasonal and perishable crops if the effective price is below the reference price. Payments are calculated based on the difference between the reference price and the effective price, and the previous three-year average production. Producers must meet income or farming income criteria to be eligible.
