H.R.8422

Establishes the Office of Congressional Ethics as a permanent standing committee in the House of Representatives.

The CLEAN Act makes permanent House Resolution 895, establishing the Office of Congressional Ethics as a standing committee. It ensures the Office cannot deny any person rights under the U.S. Constitution. The Office is treated as a standing committee, with references to the Committee on Standards of Official Conduct now referring to the Committee on Ethics. Board members can serve no more than four 2-year terms, and any exceeding this limit must be removed within 30 days of the Act's enactment. Individuals under review have the right to counsel, and vacancies must be filled within 60 days.
