The Rehabilitation Through Reading Act of 2026 mandates the creation of a Publication Review Committee within the Bureau of Prisons to oversee the prohibition of books. The committee must include the Ombudsman, a professional librarian, an incarcerated individual, and an expert in First Amendment law. A book cannot be banned to eliminate a disfavored viewpoint or content. The Director can only prohibit a book if the committee approves, and incarcerated individuals can appeal such prohibitions. The committee must issue a final determination within 90 days of a request or appeal.
