Establishes an independent review process for prohibiting books in Bureau of Prisons facilities.

The Rehabilitation Through Reading Act of 2026 mandates the creation of a Publication Review Committee to evaluate requests to prohibit books in Bureau of Prisons facilities. The Committee must consist of at least five members, including the Ombudsman, a professional librarian, an incarcerated individual, and an expert in First Amendment law. The Committee must issue a final determination within 90 days of a request. The Director of the Bureau of Prisons can only prohibit a book if the Committee approves the request, and the prohibition cannot be based on a disfavored viewpoint or content.
