Expands Do Not Call rules to all telephone subscribers and modifies the definition of automatic telephone dialing systems.

The Protecting American Consumers from Robocalls Act expands the scope of the Do Not Call rules under the Telephone Consumer Protection Act to include all telephone subscribers, not just residential ones. It also expands the private right of action for calls in violation of these rules. Additionally, the bill modifies the definition of "automatic telephone dialing system" to include systems that dial numbers successively without human intervention. The Federal Communications Commission must revise regulations within 270 days to implement these changes.
