The CERTAIN Act establishes requirements for the termination of authorizations, the completion and coordination of reviews for authorizations, and judicial review of actions relating to authorizations. It mandates that a Federal agency may not revoke, rescind, withdraw, terminate, suspend, amend, alter, or take any other action to interfere with an authorization unless certain conditions are met. The Act also requires Federal agencies to complete environmental reviews and issue final agency actions on applications for complex authorizations within specified timeframes.
