The bill establishes the Commission on Presidential Capacity to Discharge the Powers and Duties of the Office. The Commission will assess whether the President is mentally or physically unable to execute the powers and duties of the office. It consists of 17 members, including physicians, appointed by congressional leaders and former high-ranking executive branch officers. The Commission must report its findings to Congress within 72 hours of completing an examination. The Vice President can express disagreement with the Commission's findings in the report.
