The HBCU Research Capacity Act establishes a Federal Clearinghouse within the Department of Education to serve as a primary resource for identifying and providing information on federal grant opportunities for Historically Black Colleges and Universities (HBCUs). The Clearinghouse will support research and development and building institutional research capacity. It will include best practices and recommendations from federal, state, and local organizations. The Secretary of Education will notify each HBCU of the Clearinghouse's publication and provide annual reports to Congress.
