Prohibits pay for Members of Congress during government shutdowns.

The Money Where Our Mouths Are Act prohibits Members of Congress from receiving pay during government shutdowns. If a shutdown occurs, the payroll administrator for each House of Congress will withhold pay for each day the shutdown lasts. The Secretary of the Treasury will assist the payroll administrators in implementing this change. The act applies to the 120th Congress and beyond. A government shutdown is defined as a lapse in appropriations due to failure to enact a regular appropriations bill or continuing resolution.
