The American Petroleum First Act exempts certain vessels transporting crude oil and petroleum products from coastwise endorsement requirements. This exemption applies to vessels transporting these products, excluding those owned by Russian nationals or the Government of the Russian Federation, and Russian-flagged vessels. The bill amends Section 12103 of title 46, United States Code, to add a new exception for these vessels.
