Directs FCC to improve Lifeline program by using eligibility verifier and accountability database.

Directs the Federal Communications Commission to promulgate regulations to improve the Lifeline program. Requires the use of the National Lifeline Eligibility Verifier and the National Lifeline Accountability Database for determining eligibility. Only U.S. citizens or qualified aliens providing a Social Security number or Tribal identifier are eligible. Consumers previously determined ineligible without using these tools must be reexamined.
