Federal HB7963, known as the "No Lifeline for the Dead Act," requires the Federal Communications Commission (FCC) to enhance the Lifeline program by implementing regulations within 120 days. These regulations mandate the use of the National Lifeline Eligibility Verifier and the National Lifeline Accountability Database for determining eligibility. Only U.S. citizens or qualified aliens with a Social Security number or Tribal identifier can qualify. Consumers previously approved without these databases must be reexamined.
