Federal HB7844 grants the Secretary of Homeland Security the authority to transfer funds between accounts within the Department of Homeland Security during a lapse in appropriations. This includes unobligated funds from the "One Big Beautiful Bill Act" for U.S. Immigration and Customs Enforcement and U.S. Customs and Border Protection. However, the Secretary cannot use these transferred funds to appoint individuals to vacant positions. The bill also prohibits transfers to the Office of the Secretary and Executive Management and U.S. Immigration and Customs Enforcement.
