The Medical Records Access Fairness Act of 2026 amends the HITECH Act to allow individuals to obtain a copy of their protected health information at no cost. Health care providers may only impose a fee if the individual requests a duplicate copy or a non-electronic copy provided in the same calendar year. The Secretary of Health and Human Services must promulgate regulations within six months of enactment. The changes apply to requests made 180 days after the bill's enactment.
