Requires emergency disclosure of telecommunications device location information to law enforcement or public safety answering points.

The Kelsey Smith Act amends section 2703 of title 18, United States Code, to mandate that providers of electronic communication services disclose the location information of a telecommunications device to law enforcement or public safety answering points without delay. This disclosure is required if the officer asserts that the disclosure is necessary to respond to an emergency situation involving the risk of death or serious physical harm.
