To amend the Federal Power Act to require the issuance of rules relating to shared savings frameworks for certain transmitting utilities, and for other purposes.
1. Short title; table of contents; 2. Amendments to the Federal Power Act; 3. Shared savings framework rule for transmitting utilities subject to Federal Energy Regulatory Commission jurisdiction; 4. Guidance for electric utilities not subject to Federal Energy Regulatory Commission jurisdiction; 5. Grant program for State regulatory authorities; 6. Studies on effects of certain rate treatments and alternative frameworks; 7. Definitions
