Question 1

What does HR7721 do?

Accepted Answer

This bill establishes accountability measures for improper payments under the Child Care and Development Block Grant Act of 1990 by creating a mandatory overpayment threshold and enforcement mechanism. The legislation addresses fiscal integrity concerns in the federal child care assistance program by requiring states to maintain overpayment rates at or below five percent of total payments received. When states exceed this threshold, they must implement corrective action plans subject to federal approval. The bill creates a progressive enforcement structure that ultimately renders states ineligible for continued funding if they fail to reduce overpayment rates after two consecutive years of non-compliance. This represents a significant shift toward performance-based accountability in federal child care funding, prioritizing proper payment administration as a condition of continued federal support.
