Sullivan TRIO Upward Bound Student Stipend Support Act amends the Higher Education Act of 1965 to increase the maximum stipend amounts for students participating in Upward Bound projects. For fiscal year 2028, stipends will be increased based on the Consumer Price Index, rounded to the nearest $10. This adjustment continues for each succeeding fiscal year. The bill also specifies stipend amounts for fiscal year 2027 and introduces a stipend cap for veterans in specially designed projects.
