The GUIDE Act authorizes the Secretary of State to establish a program for recruiting, training, and retaining specialized disaster assistance professionals within the Bureau of Disaster and Humanitarian Response. These professionals must have expertise in areas such as procurement, logistics, public health, nutrition, protection, engineering, and finance. The aim is to ensure the Bureau has the necessary skills to manage complex international disaster assistance operations.
