The President must conclude the Foundation's outstanding affairs within 120 days of enactment. Unexpended funds are transferred to the Department of the Treasury. Assets, liabilities, contracts, property, and records are transferred to the Department of State for liquidation or oversight. No new grants, loans, or agreements can be made. The African Development Foundation Act is repealed, and the Secretary of State must report to Congress with proposed legislative amendments.
