If the Comptroller fails to certify an unqualified opinion, spending reductions apply: 0.5% for the current fiscal year and 1.0% for subsequent years. These reductions affect each program, project, and activity within the department. The President can waive these reductions if they negatively impact national security or the Defense Health Program.
