It bans institutions of higher education, athletic conferences, media rights distributors, and bowl or post-season football organizations from entering into contracts involving foreign financing or ownership. Violations result in ineligibility for federal programs and require divestment of prohibited funds. The Attorney General and Secretary of Education investigate suspected violations.
