A BILL
To amend the Help America Vote Act of 2002 to allow all eligible voters to vote by mail in Federal elections.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. Short title.
This Act may be cited as the “Universal Right To Vote by Mail Act of 2025”.
