Reauthorizes the First Responder Network Authority through September 30, 2037. Requires the National Telecommunications and Information Administration (NTIA) to approve actions taken by the Authority. Adds an Associate Administrator to manage the Authority's staff and operations. Requires the FirstNet contractor to submit a business continuity and disaster recovery plan every five years. Requires the NTIA to submit annual reports to Congress on cyberattacks, cyber defense efforts, and unscheduled service outages of the nationwide public safety broadband network.
