The Secretary of Agriculture can declare a market disruption based on petitions from state governors or the Chief of the Forest Service. Criteria for such a declaration include a 50% decrease in stumpage or delivered prices over two years, loss of access to markets for at least 20% of a region over ten years, or a trade barrier reducing export receipts by at least 50%.
