The Timber Harvesters, Haulers, and Landowners Market Disruptions Relief Act provides financial assistance to businesses affected by significant market disruptions in the forest product sector. The Secretary of Agriculture can declare a market disruption based on petitions from state governors or the Chief of the Forest Service. Criteria for such a declaration include a 50% decrease in stumpage or delivered prices over two years, loss of access to markets for at least 20% of a region over ten years, or a trade barrier reducing export receipts by at least 50%.
