Establishes minimum notification requirements for voters affected by polling place changes.

The VOTE Act amends the Help America Vote Act of 2002 to require states to notify voters of polling place changes. If a polling place is not used in the next federal election, signs must be posted at the location. Voters must be notified of a new polling place assignment at least seven days before the election. States must also notify voters of all polling places in jurisdictions without specific assignments two days before early voting. Notifications must be made by mail, telephone, text message, and email, and posted on state websites and social media.
