WATCH Act mandates quarterly inspections of foreign labs conducting animal research to ensure compliance with animal welfare requirements.

The WATCH Act amends the Public Health Service Act to require quarterly inspections of foreign laboratories conducting biomedical and behavioral research to ensure compliance with animal welfare requirements. The Secretary, in consultation with foreign regulatory authorities, will establish this inspection process. Laboratories that fail to comply will be given a chance to correct their actions. Non-compliant foreign facilities may face suspension or revocation of grants, contracts, or cooperative agreements. Certificates of compliance will be publicly accessible.
